Development and Review Committee

We meet at the CRC office every 2nd Tuesday, at 7:30 am each month.

The Development and Review is the official reviewing body for the CapitolRiver Council (District 17). The primary purpose of the committee is to monitor, evaluate and recommend action in regard to significant activity that could have a physical, economic and/or social impact on the district 17 community and/or its environment. This will include not only activities that have been referred or brought to the attention of the district council, but also proposed action that becomes apparent from committee interaction with other agencies and organizations or through other sources. All types of development, and specifically those developments that use government funding or permits are required by city ordinance to be reviewed by this committee. Occasionally, this committee reviews issues outside District 17 boundaries but effecting downtown.

Accomplishments:

  • Review and/or approval of residential and commercial building projects including business ventures which affect the Downtown.
  • The Farmer's Market expansion.
  • Downtown aesthetics including signage, parks and skyways.
  • Review current downtown developments
  • Provide relevant neighborhood information to potential developers
  • Reinforce City policies, ordinances and guidelines as it relates to proposed developments
  • Advocate on behalf of our downtown constituency for revisions to city policies, ordinances and guidelines
  • Review and recommend action on zoning issues and variances

Developer backs out of high-rise plan for former jail site in downtown St. Paul
Opus blames economy for not securing anchor tenant

Citing the down economy, the developer with a $10 million plan to redevelop a patch of prime riverfront real estate in downtown St. Paul is stepping back.
Opus Northwest recently told Ramsey County officials it was relinquishing its exclusive rights to market several parcels of county-owned land along Kellogg Boulevard overlooking the Mississippi River, said Tim Murnane, Opus' point person on the project.
The site currently houses about 600 county workers in the shuttered Ramsey County Jail and the former West Publishing building. Opus had planned to demolish the structures and build high-rises with offices and condos. "Our plan was really dependent on securing an anchor tenant, and obviously, in this economy, that proved to be impossible," Murnane said.
Opus will continue to market the site, but an existing contract to buy it from Ramsey County meant that to exclusively market it, Opus would have had to pay close to $900,000 this month, and Murnane said that didn't make sense, given the economy. "We still think it's a great site," he said.
Jolly Mangine, the county's director of property management, said the county hopes to have workers completely moved out by 2010.
"That might be enough time for the economy to turn around, and then we'll be ready," Mangine said.

Mayor Coleman Welcomes Proposed Lunds to Downtown
Lund Food Holdings, Inc. announced today its intent to build a full-service Lunds supermarket at 10th and Robert streets in downtown Saint Paul.
Lund Food Holdings has signed a long-term lease agreement with Penfield Development LLC. The approximately 30,000-square-foot supermarket will be located on the main level of the Penfield, a full city-block development bounded by 10th, Robert, Minnesota and 11th streets. The $88 million development also is expected to include an upscale apartment complex and a Hyatt Place Select Service hotel. Construction is slated to begin in the fall of 2009.
Penfield Development LLC has received preliminary approval for its new plans for the city block. Anchoring the project is a 208-unit apartment tower, located on the corner of 11th Street East and Robert streets. It will incorporate glass, stone and steel for a sleek, modern design. With views of the Capitol grounds, downtown Saint Paul, and the Mississippi River, the one- and two-bedroom units range from 694 square feet to more than 1,148 square feet. In addition to apartment choices with dens, balconies and second baths, residents will enjoy amenities including a fitness area with a sauna, private parking and a roof garden.
Penfield Development is committed to building the project to LEED standards. Construction is scheduled to begin fall 2009 with an expected opening date in 2011.
